A ventriloquist and his dummy sit in a dark chamber. The dummy complains that he is hungry, and has been waiting hundreds of years to eat. The pair reassure themselves that the time is coming for them to feast.

Later, the ventriloquist and his dummy are performing in a hotel. The dummy holds a bottle, which he claims contains the true feelings of everyone on Earth. Michiru is amongst the audience, but as the ventriloquist and dummy discuss whether they should break the bottle, Michiru decides to leave. The ventriloquist frowns as she walks away.

Meanwhile, a maid is tending to Haruka, who is in bed with a fever. Haruka starts flirting with the pretty maid, unaware that Michiru is watching. Michiru enters the room, and the maid quickly exits, embarrassed. Michiru observes that Haruka is clearly feeling better. Changing the subject, Haruka asks if Michiru has sensed anything in the hotel. Michiru replies that there is an evil force at work, but one different to the Death Busters. As they talk, an eye opens on the bedside clock, observing them.

Downstairs, the audience are unconscious. The ventiloquist now has the symbol of the Dead Moon on his head. The maid walks in and screams, having seen the unconscious guests. The ventriloquist notices her and snarls...

Michiru stands on the balcony, and is approached by the maid. She suggests that Michiru should come inside, as the sea air is cold. Michiru says that she will be fine, and turns away. Suddenly, the maid leaps forward and attacks her, the symbol of the Dead Moon now visible on her forehead. She tries to strangle Michiru, but suddenly loses consciousness and collapses. Michiru then hears Haruka screaming from her room, and transforms into Sailor Neptune.

In the bedroom, Haruka is tethered to the wall, as the ventiloquist and dummy prepare to devour her energy. She takes out her Lip Rod, intending to transform, but suddenly weakens and drops it. The dummy begins to draw out her energy, causing her to lose consciousness, but Sailor Neptune interrupts them. She demands that they release Haruka, or she will attack. The ventriloquist protests, claiming that if the Kagefuuji no Tsubo held by the dummy is broken, all of the shadows on Earth will attack their owners. Sailor Neptune says that there is no proof that they are telling the truth, but the ventriloquist says there is no proof he is lying either. As he prepares to drain the rest of Haruka's energy, Sailor Neptune unleashes a Deep Submerge, knocking the ventriloquist and dummy to the floor, and shattering the bottle. The horrified ventriloquist looks up at Sailor Neptune, who calmy asks if the shadows have started to attack their owners. The ventriloquist asks how she knew she was lying, and she replies that she didn't. As Haruka is released from her restraints, the ventriloquist expresses shock that she took such a risk just to save Haruka. Sailor Neptune replies that a world without Haruka would not be worth saving.

Haruka regains consciousness and transforms into Sailor Uranus. Sailor Neptune tells her to attack the dummy, who is the real puppet master. The dummy tries to run away, but Sailor Uranus fires a World Shaking attack at it, destroying it. As it dies, the hypnotic force controlling the ventriloquist and maid disappears, and the hotel's guests wake up. Later, Haruka stares at a fragment of the dummy, wondering who the new enemy is. Michiru reassures her that the Sailor Team will take care of the world.
