Toshio Wakagi was a Codename: Sailor V character. He was a Special Officer of the Tokyo Metropolitan Police, and he hated Sailor V because she made the police look bad. His boss was Natsuna Sakurada, who was a closet Sailor V fan and often compared his poor performance to Sailor V's excellent performance.
