Pluto Crystal Power, Make Up was a transformation phrase used by Super Sailor Pluto in the manga, musicals, and Crystal.
In the animated version of this transformation, the planetary symbol of Pluto appeared first, then Setsuna raised her right hand and shouted "Pluto Crystal Power, Make Up," as her nails were colored garnet. She swept a glowing ball of energy in a circle around herself, summoning a spiral of silver energy that rushed upward and then crashed back down upon her. The Garnet Rod then appeared and Super Sailor Pluto, in full sailor fuku, took hold of it. Her lipstick appeared as a swirl of glitter brushed her lips, and she finished in her final pose.

- Although this transformation phrase was used only in Act 45 of the manga and in Sailor Moon Eternal, a similar transformation brought about by Hotaru's power happened in the fifth season of the anime.
- This was the only animated transformation sequence for Sailor Pluto in Sailor Moon Crystal.
- The lipstick Setsuna was wearing in her civilian form disappeared during this transformation, before being reapplied near the end.
- Although Setsuna never used this phrase in the manga to transform into her "Eternal" form like the Guardian Senshi did, the Japanese theater pamphlet for the second part of Sailor Moon Cosmos confirmed that she continued to use this phrase after her "Eternal" upgrade in Crystal.
