Galactica Plants Blizzard was an attack that appeared in the manga and Crystal.
In the manga and Crystal, it was used only once by Sailor Phi against Sailor Kakyuu in Act 57 and the second part of Sailor Moon Cosmos. As Sailor Kakyuu immediately countered the attack with Kinmoku Fusion Tempest in both continuities, its effects were unknown.
In the animated version of this attack, Sailor Phi held up her staff, and the crystal at its top glowed with white light, before light yellow beams radiated from it, as green and white leaves blew around her. She then let her staff spin in front of her, its top continuing to glow with yellow green light that eventually formed a white ring. Sailor Phi held up her staff once more, before drawing it back down to send forth the white ring as well as a blue beam of energy toward her enemy.
