Cutie Kenko was the main villain in the live-action episode Act Zero. He was a jewel thief who, along with his three female minions, struck every jewelry store in the Azabu-Juuban district.
When he struck his final target, Jupiter, the store owned by Naru's mother, he was confronted by four cosplay Senshi, "Sailor N," "Sailor K," "Sailor M," and "Sailor Rabbit." After his minions dealt with the girls, he broke into the store's vault, but Usagi grabbed the key to the case of most valuable gems and swallowed it. Cutie Kenko, annoyed, took her back to his hideout in order to cut the key out of her.
Sailor V, however, had planted a tracking device on the case with Artemis's assistance, and followed them there. The police arrived shortly afterwards, after being alerted by Usagi's friends, and took Cutie Kenko and his minions into custody with Sailor V's help.
Cutie Kenko and his crew appeared to be stage magicians when they were not robbing jewelry stores, as their hideout was full of equipment and props, and the minions attacked using the same.
