Sailor Cosmos is the true form of Chibi Chibi. A mysterious figure, she plays an important part in both endings of the Sailor Stars series, though in very different ways.


Anime

There is a brief shot of a silhouette which looks like Sailor Cosmos in anime episode 200 after Chibi-Chibi transforms into the Light of Hope, leaving many fans to speculate that Sailor Cosmos exists in the anime. However, this has never been officially confirmed or denied, and so it remains speculation.

Manga

In the manga, she is again the true form of Chibi-Chibi, revealed to Sailor Moon after Sailor Galaxia's death. Unlike in the anime, she is not connected to Galaxia in any way, and her role is much more involved.

Sailor Cosmos' nature is not entirely clear, and her appearances in Act 51 - Stars 9 and Act 52 - Stars 10 bring forth more questions than answers. It is substantiated by Sailor Juno that she is the ultimate future form of Sailor Moon, but it is unclear whether Sailor Cosmos is the future self of the current Sailor Moon (thus making her the next incarnation after Neo-Queen Serenity), a reincarnation of the current Sailor Moon, or a descendant of the current Sailor Moon or even Sailor Moon from an alternate future. Naoko Takeuchi herself seemed to imply to subsequent questions that Cosmos' true identity was intended to be ambiguous to everyone, including herself.

What is known is that Sailor Cosmos' future, as told to the Sailor Quartet, is not a hopeful one - Sailor Chaos waged war against the universe, and everything and everyone Sailor Cosmos knew was destroyed to the point where nothing could be salvaged even if victory was achieved. Upset, scared and unable to do anything, Sailor Cosmos ran away from her future, opting to go into the past to destroy Chaos before it achieved its terrible sailor form.

To destroy Chaos, she decided that she also had to destroy the Galaxy Cauldron, and so she tried to guide her past self, Eternal Sailor Moon, towards that end in the form of Chibi-Chibi. However, Eternal Sailor Moon was determined to save the Cauldron, and chose a different path, nevertheless inspiring hope in Saiilor Cosmos and her power and courage, and prompting her to call Eternal Sailor Moon 'the true Sailor Cosmos'.

What happens to Sailor Cosmos after she sends the Sailor Quartet to the future in act 52 is not known. It is likely that she may have returned to her future, inspired by Sailor Moon's strength, and that she resumed her fight in order to reclaim the mantle that she lost with her cowardice.
