Miyaji Hino was Rei Hino's grandfather. He appeared in both the anime and the manga but did not appear in Pretty Guardian Sailor Moon. He was sometimes called Grandpa Hino by fans even though it was never explicitly stated if he was Rei's paternal or maternal grandfather.
He was a Shinto priest as well as notorious lecher, even to the point of having an article warning girls about him printed in a magazine, much to Rei's disgust. Despite his lecherous ways, he was very protective of Rei and worried about her a lot. He did not like the idea of Rei and Yuuichirou being together as he did not think Yuuchirou was worthy of his granddaughter. He was one of the reincarnated Seven Great Youma and was transformed into Jiji when Zoisite removed the Indigo Rainbow Crystal from his body.
He played a much bigger role in the anime than in the manga, where he appeared only three times and looked drastically different (but still seemed to be lecherous), and he played no role in PGSM because his character was dropped.
