Kaidou, or Kaidou-san, was a manga-only character. He appeared only in the side story "Casablanca Memory," and even then only in a collection of flashbacks and recollections which took place before the beginning of the series.

Kaidou was the secretary to Rei Hino's father. While Rei hated her father, she saw Kaidou as a sort of big brother figure, and later as her first love of sorts. He, alongside her father, would spend her birthdays with her, when every year her father would give her the gifts of a white dress and a bouquet of Casablanca lilies. Rei knew, thanks to subtle hints dropped by Kaidou, these were always picked out by him and not her father.

Rei's father decided he wanted Kaidou to take over his position when he retired, and insisted that Kaidou be married in order to maintain a good impression. Kaidou annouced his engagement to a young woman Rei's father had picked out, the daughter of another high-class politician from his circle of friends and co-workers. This devastated Rei, who had discussed marriage and relationships with Kaidou, and they had agreed that neither of them wanted to marry. Rei had secretly wanted to marry Kaidou if she or he were forced to marry, and considered him her kindred spirit.

Kaidou's feelings on Rei were never firmly stated either way; he was shown to care for her, but he also seemed to be happy with his fiancée. In fact, when Kaidou told Rei that his marriage was only a political move decided by her father, she called him a liar and said that if Kaidou truly wanted to use marriage as a way to gather power, he would have married Rei herself. Then, they shared a kiss.

Rei decided after she joined the Sailor Senshi that she no longer desired a lover in her life, as she felt she would try to change whoever she fell in love with. She felt that would be selfish, and that the other Sailor Senshi were her new kindred spirits. Kaidou was never mentioned again in the rest of the series.
