Cyprine, the next member of the Witches 5, takes advantage of the disagreements between the Inner Senshi and Outer Senshi.

Summary

Sailor Chibi Moon rushes up to Sailor Pluto and hugs her, stunned to see her friend again. Sailor Pluto says that she was reborn through the power of Neo-Queen Serenity, in order to fulfill her mission. Chibi Moon thinks that Pluto is stronger than before.

Sailor Moon suddenly transforms into Princess Serenity, and the three Outer Senshi kneel before her. They introduce themselves, and Pluto apologizes for their behavior before and their failure to protect the planet. She says that they were intended to protect the system from outside invaders, but when they were reborn in this time they awakened too late, and the enemy has already infiltrated the Earth. The Death Busters are from the Tau Star System, and must be defeated before they destroy the world.

Sailor Uranus says that they had infiltrated Mugen Academy in search of their great enemy and were close to finding it when the Inner Senshi interfered. Sailor Neptune apologizes for bringing them into this. Though the princess and the Inner Senshi want to help them, the Outer Senshi refuse, saying that they have abilities the others do not, and it is their fight. Tuxedo Mask asks if they have the Talismans, and Sailor Mars recalls the dreams warning that the Talismans must not be gathered. Sailor Uranus replies that they have the Talismans in order to destroy the "god of destruction."

At the Tsukino home, Luna looks at a newspaper article about missing students from Mugen Academy and bodies that were found in the gardens. She wonders about the Death Busters and the Outer Senshi, and the "god of destruction" they spoke of. Kenji notices the article mentions Professor Tomoe, and observes that the "mad scientist" is causing trouble again; he was a famous genetic engineer years ago, but was banned by the academic community.

Mamoru sits at a console in the Secret Base and researches Professor Tomoe. He finds that the professor's wife was killed and daughter critically injured in a fire in his laboratory a few years back. Luna tells Chibiusa to investigate Hotaru and her father, even though it might be dangerous, and Chibiusa agrees.

Pharaoh 90 says that the light of the Taioron Crystal is fading, and orders Kaolinite to obtain the light of the Sailor Senshi which is similar to it. Kaolinite looks into her pool and notes that the Senshi are gathering, and is especially worried about the three new ones which seem stronger than the rest, wondering if they could have the Talismans. Her reflecting pool has been cloudy lately, making it hard for her to see.

Professor Tomoe chides Kaolinite for her carelessness lately, saying that the master will be displeased with her failures and her wastes of Daimon Eggs. Kaolinite is upset that the professor doesn't understand all the effort she makes, and tells Cyprine to make up for the failures of the other members of the Witches 5. Before she goes, Kaolinite tells her that two students have disappeared from campus, and they need to be found and eliminated.

Chibiusa tells Ikuko that she'll be home late that night because she's going to a movie with her friends. When Usagi asks about it, Chibiusa says that Hotaru called her, and that she said she wanted to talk about something. Diana and Luna compliment her on how she has been working hard lately, like a Senshi.

At the theater, Chibiusa's friends go into the theater, but she tells them to go ahead because she wants to call Hotaru and see where she is. There is no answer on the phone, so Chibiusa walks to the laboratory to find her.

Down in the lab, Hotaru talks to her father about her "new parts." She realizes how late she is and goes to her room to get ready, and pauses to examine her arm, which is made of cybernetic parts. Hotaru sees Chibiusa looking at her through the window; Chibiusa quickly apologzies, saying that nobody answered so she let herself in, then runs away quickly. Hotaru starts to follow but collapses, overcome by another of her fits. She remembers the fire which killed her mother, and how she woke up to find herself in this cold body. She thinks that she thought she would always be alone, until she finally made a friend - and now Chibiusa has been scared away. As Hotaru clutches her head in pain, she sees Haruka, Michiru, and Setsuna standing outside her window watching her, and angrily throws her amulet at them. After they vanish, she thinks about how much her head hurts, like someone is trying to take over her body.

Chibiusa is lost in thought as she heads home, wondering what she should do now. She shouldn't have seen what she did, but is afraid she might have hurt Hotaru's feelings by running away. An unnatural hail starts to fall, and she suddenly feels numb, her strength draining away. Mamoru and Usagi walk by, hurrying home out of the weather, and find her lying there.

Cyprine arrives at Haruka's apartment, identifying her as one of the runaways from Mugen Academy. She transforms, and Sailor Neptune and Sailor Pluto arrive to help her.

The Inner Senshi arrive at the Secret Base, and Minako says that the hail is making the people of the city vicious and bloodthirsty, and they are all fighting. Luna and Artemis say that the Outer Senshi are involved in a battle, as well. Though some of the Senshi think they should leave those three on their own, Usagi insists that they can save them and the rest of the people in the city. She tells Chibiusa to stay behind, though, and asks Mamoru to take care of her.

At Haruka's apartment, Cyprine hits the three Outer Senshi with her Ribbon Buster attack, but the Inner Senshi arrive and Sailor Mars dissipates the attack with her own Mars Snake Fire. Cyprine lifts her staff, filling the room with mist, and the Outer Senshi and Inner Senshi begin threatening to kill each other. Sailor Moon realizes that they have fallen under Cyprine's power, and uses Moon Spiral Heart Attack on her.

Cyprine splits in half, and she and Ptilol gloat over how the Senshi will destroy each other, doing their work for them. Sailor Chibi Moon arrives and tries to stop the fighting, but Sailor Jupiter is annoyed and attacks her; Tuxedo Mask tries to shield her, but they are both hit.

Sailor Moon asks why they must fight, and thinks that they, as Sailor Senshi, need to fight together to defend what is important. Sailor Chibi Moon and Tuxedo Mask rest their hands on top of Sailor Moon's, and she wishes for their hearts to become one. The Holy Grail appears before them as a golden crescent glows on Sailor Moon's forehead.

• This act included the first appearances of Ptilol and her attack with Cyprine, Ribbon Buster, as well as the Holy Grail.
