Vivian was a Codename: Sailor V-only character, and the president of the Dark Agency. She led a powerful gang which started fights in order to drain energy from the people who were fighting. She was a stern, efficient woman who took sadistic pleasure in inflicting pain and dominating others.
She first appeared after her gang started a fight with Saitou, at which point she ordered them to let Saitou and his gang escape, as she could gather much more energy from a larger gang than his. Her strategy was to beat gang members up while draining their fighting energy until they could not resist her, then brainwashing them and assimilating them into her own gang in order to more easily recruit more. When she reported back to Danburite, she informed him that her plan was going well, and that soon she would control all of the gangs of Japan.
Her gang had two more run-ins with Saitou and his friends, but in the last confrontation, Minako was also present, and she transformed into Sailor V in order to take Vivian down for good. Vivian fought Sailor V using a bicycle chain as a whip, but Sailor V used a combination of her Crescent Super Beam and Venus Power, Love Crescent Shower to kill Vivian and restore her brainwashed gang to normal.
Despite her masculine nature and tough appearance, Vivian frequently used heart marks in her dialogue and always wore high heels and skirts with her ripped white gang tees. Her hair was also well-groomed, hinting at a vain, feminine side to her personality.
