Neptune Planet Power, Make Up was the first (and in the anime, only) command Michiru Kaiou used to transform into Sailor Neptune.
Anime[edit]
In the version of this transformation that appeared in the anime, Michiru's Lip Rod would first appear, its Neptune symbol glowing, and she took hold of it with her nails colored teal. She swept the Lip Rod around herself, making a glowing circle appear at her feet; she then spread her arms to either side as the circle became a column of water rushing up around her. Sailor Neptune then appeared in full sailor fuku surrounded by the ocean, her lip gloss appearing as a swirl of bubbles brushed her lips, and finished in her final pose.
Sailor Moon Crystal[edit]
In the Sailor Moon Crystal version of this transformation, the Neptune symbol appeared and Michiru thrust her hand into the air, shouting "Neptune Planet Power, Make...." Blue stars flashed over her fingernails, turning them blue, as white and red rose petals drifted by. She called out "Up," raising her right arm, as red rose petals floated around her. She swept a ball of energy around herself, making a glowing circle appear at her feet; she then spread her arms to either side as the circle became a column of water rushing up around her. Sailor Neptune then appeared in full sailor fuku surrounded by the ocean, her planetary symbol glowing on her forehead before being hidden as her tiara appeared. Her lip gloss appeared as glitter brushed her lips, and she finished in her final pose.
