Makoto Hanmatsuura was a manga-only character who appeared in the side story "The Secret Hammer Price Hall." He was the owner of a pawn shop called the Hammer Price Shrine, but was not a very good businessman. He was forced to sell the shop to land developers, but when they knocked down the storehouse next to it they released the genius loci Otakurer.
When Otakurer threatened Naruru Osaka and Ruruna Kobe, Makoto appeared in the guise of "Debutcho Kamen" (Chubby Mask) and helped them. After Sailor Moon and Sailor Chibi Moon destroyed the spirit, Naruru and Ruruna tore up the contract Makoto had signed, and he rebuilt the Hammer Price Shrine even bigger and better than before.

- According to notes in the Original Picture Collection Volume Infinity, Makoto Hanmatsuura was a real person who won an appearance in the manga at a charity auction.
