Usagi and Chibiusa are befriended by a mysterious foreign woman who accompanies them to the Azabu-Juuban summer festival. Unbeknownst to them, their acquaintance is a visiting princess who is being pursued by both her government and Hawk's Eye.

- This was the first episode to feature the animation direction of Miho Shimogasa.
- The packages of cotton candy at a vendor's booth at the fair had images of Sailor V and characters who looked similar to Doraemon, Crayon Shin-chan, a Power Ranger, and Anpanman.
- This episode apparently took place a year after episode 103, as Juuban once again hosted its Summer Festival.
- Kikuko Inoue appeared for the first time in this episode as the voice of Princess Rubina, but she would later go on to play a more significant role in Stars as Sailor Aluminum Seiren.
- In the German dub, Luna stated that she didn't want Prinzessin Rubyna to think that all Germans were like Bunny; this suggested that the anime was set in Germany, despite the fact that in episode 62 Germany was mentioned as a foreign country.
